A reminder for citizens running a personal subsidiary farm (PSF) on paying contributions to the Social Security Fund

10/04/2026 15:04
The Law of the Republic of Belarus dated July 12, 2025 No. 90-Z "On Amending the Laws on State Social Insurance and Pension Provision" grants citizens running a personal subsidiary farm the right to voluntarily participate in the state social insurance system (in terms of pension insurance). This is a right, not an obligation, which allows you to build up an insurance record for a future pension. 1. Who has the right to pay contributions? Citizens who have been confirmed by the rural executive committee that they run a personal subsidiary farm on the provided land plot. 2. Why is this necessary? Paying contributions to the Social Security Fund allows you to: • Include periods of running a PSF in the insurance record for the appointment of a pension. • Obtain the right to a labor pension due to old age, disability, or loss of a breadwinner. • Important: Voluntary payment of contributions in this status does not give the right to temporary disability benefits ("sick leave"). 3. Amount and calculation of contributions • Rate: 29% of the income you define (pension insurance contribution). • Minimum threshold: For a month to be fully counted towards the length of service, the contribution amount must be at least 29% of the minimum wage (MW) in the republic. Reference. In accordance with Resolution No. 612 of the Council of Ministers of the Republic of Belarus dated 06.11.2025, the minimum wage from 01.01.2026 is set at 858.00 rubles. The minimum insurance contribution per month is 858.00 * 29% = 248.82 rubles. • If the contribution is paid from an amount below the MW, the insurance period will be calculated using a correction coefficient (i.e. it will be less than a calendar month). 4. Procedure for forming insurance experience  Registration: It is necessary to register with the FSZN authorities at the place of residence. To do this, submit an application and a document confirming the maintenance of a private farm (a certificate from the village council) through the information resource "Personal account of the contribution payer", posted on the corporate portal of the Fund, or the FSZN mobile application.  Payment deadlines: Contributions are paid annually. The deadline is no later than March 31 of the year following the reporting year (e.g., for 2026, payment must be made no later than March 31, 2027). You can pay in installments throughout the year.
