Preferential loan for young specialists Decree of the President of the Republic of Belarus dated 27.11.2000 No. 631 "On the provision of preferential loans to certain categories of citizens"

 This measure of state support is provided in order to provide financial support to graduates of state educational institutions and educational institutions of consumer cooperatives who have received vocational, secondary specialized, higher education, when settling in a new place of residence, as well as to attract and retain personnel in rural areas and in areas affected by the Chernobyl nuclear power plant accident. Purpose of the loan: purchase of non-food consumer goods of Belarusian production. The loan is provided by: JSC ASB Belarusbank. Preferential lending terms: - maximum term - 5 years; - interest rate - 25% of the refinancing rate of the National Bank; - loan repayment (repayment) period and payment of interest for using them - 6 months after the conclusion of loan agreements in equal installments throughout the entire repayment (repayment) period. Loan amount: up to 30 times the minimum subsistence budget (MSB) for the working-age population, inclusive, effective on the date of the loan agreement. For reference. The MSB for the working-age population, effective as of August 1, 2026, is 574.38 rubles. The MSB amount is recalculated quarterly, taking into account the price level. Loan provision method: non-cash transfer to the accounts of third parties (trading organizations, etc.) based on the submitted documents for payment in accordance with the terms specified in the invoice and (or) the agreement with the organization. Circle of recipients: - young specialists obliged to work out the mandatory work periods established by law (complete the established period of service), who have started work (service) in organizations located in settlements not at the place of residence of their parents (adoptive parents) (paragraph 2, clause 1.2 of Decree No. 631); – young specialists who are obliged to work out the mandatory work periods established by law (complete the established period of service), who have started work (service) in organizations located in rural settlements (or whose workplace, place of service is located in these settlements) or in areas affected by the accident at the Chernobyl nuclear power plant (paragraph 3 of clause 1.2 of Decree No. 631). !!! The list of settlements and objects located in radioactive contamination zones shall be established by the Government: before 01.01.2027 - Resolution of the Council of Ministers of the Republic of Belarus dated 08.02.2021 No. 75 from 01.01.2027 ¬ Resolution of the Council of Ministers of the Republic of Belarus dated 03.08.2026 No. 389 !!! For this category, the requirement for the place of residence of parents does not apply. citizens from among graduates of state educational institutions and educational institutions of consumer cooperatives,who, within six months after the issuance of the educational document: - independently found employment in government organizations, emergency response agencies and units, consumer cooperative organizations and agricultural organizations located in rural areas (or whose workplace, place of service is located in these settlements) (paragraph 3, subparagraph 1.2 of Decree No. 631); !!! For the specified category, the requirement for the place of residence of the parents does not apply. - voluntarily entered military service under a contract in military units, organizations of the Armed Forces, border service agencies located in settlements other than the place of residence of the parents (adoptive parents) (paragraph 4, subparagraph 1.2 of Decree No. 631). !!! The place of residence is understood to be the settlement in which the citizen is registered at the place of residence. Mandatory requirement for preferential lending terms: !!! completion of the established period of work, service. Young specialists - the period of compulsory work established by law; self-employed - at least two years from the date of conclusion of the loan agreement. !!! In case of non-compliance with the mandatory requirement: the amount of interest for using the loan is recalculated (the refinancing rate increased by 3 percentage points); the amount of expenses of the republican budget related to the provision of the loan is paid. The right to receive a preferential loan can be used by the applicant only once. Procedure for provision: Preferential loans are provided according to the lists approved by the district (city) executive committees, city administrations, on the basis of written petitions of the organizations in which young specialists work (serve). The grounds for concluding loan agreements to receive preferential loans arise for citizens included in the lists after the approval of these lists. !!! Loan agreements are concluded within one year from the date of appointment to the first position or from the date of commencement of the first employment contract, the first contract of prYoung specialists – the mandatory work period established by law; self-employed – at least two years from the date of conclusion of the loan agreement. !!!
