Families with many children can pay for university or college tuition using family capital. Funds can be used early, without waiting for the child to turn 18. This opens up new prospects for the education of not only children, but also other family members, allowing them to choose a convenient education format – from full-time to distance learning. The system provides for a phased use of funds, which makes the tuition payment process more flexible and convenient. The right to early disposal of family capital funds is granted to a citizen who has been assigned family capital, subject to the following conditions: the citizen who has been assigned family capital is included in the family on the date of filing the application for early disposal of family capital funds, has the right to apply for such an application, and is not deprived of parental rights in relation to the child (children) included in the family for the purpose of granting the right to early disposal of family capital funds and their use (no court decision has been made to cancel the adoption); An able-bodied father (stepfather) in a complete family, an able-bodied parent in a single-parent family, or an adoptive parent are employed on the date of filing an application for early disposal of family capital funds and for at least 12 months in total out of the last 24 months preceding the month in which such application is filed. The family composition for the purpose of meeting the employment condition is determined on the date of filing an application for early disposal of family capital funds in relation to the citizen to whom family capital has been assigned (regardless of the family composition determined for the purpose of granting the right to early disposal of family capital funds and their use); the child (children) considered as part of the family for the purpose of granting the right to early disposal of family capital funds and their use is (are) not recognized as being (are) in a socially dangerous situation, has not been (have not been) removed by a decision of a court, guardianship and trusteeship authority, or a commission on minors' affairs. To use family capital funds early to pay for education, it is necessary to provide the following documents: a passport or other document proving the identity of the applicant, a decision on the assignment of family capital, an agreement on the training of a specialist with higher education, a specialist (worker) with secondary specialized education on a paid basis, a certificate that the citizen is a student, an identity document and (or) a birth certificate of a family member in respect of whom an agreement on the training of a specialist has been concluded, a marriage certificate, documents and (or) information confirming the employment of an able-bodied father (stepfather) in a complete family, an able-bodied parent in a single-parent family,The adoptive parent (foster parent) must have been adopted on the date of application for early disposal of family capital funds and for at least 12 months in total out of the last 24 months preceding the month of application. Having collected the documents, the parents submit an application to the one-stop service of the Stolin District Executive Committee.
