Manages the activities of the district executive committee;
distributes responsibilities between the first deputy, deputy chairmen and the manager of the district executive committee, coordinates their activities;
makes personnel decisions.
Supervises the following issues:
activities of the executive and administrative bodies of the district;
socio-economic development of the district;
budget and finances;
implementation of state personnel policy;
mobilization plans for territorial and civil defense;
legality and law and order.
coordination of the work of the structural divisions of the district executive committee on issues of ensuring the secrecy regime and maintaining classified records.

commission for the formation of a reserve of management personnel;
commission for the certification of civil servants of the structural divisions of the district executive committee, city and rural executive committees;
commission for assigning classes to civil servants of the structural divisions of the district executive committee, chairmen of the city and rural executive committees;
a commission for the certification of employees engaged in the provision of activities and technical maintenance of state bodies, including the assignment of qualification categories;
a commission for holding a competition for filling government positions;
a commission for assessing the activities of the chairmen of city and rural executive committees;
an information and propaganda group of the district executive committee;
a commission for combating corruption;
other commissions, councils, working groups created by the district executive committee or the chairman of the district executive committee.
