On August 6, 2026, the Law of the Republic of Belarus of February 2, 2026 No. 130-Z "On Amendments to Laws on State Fingerprint Registration" comes into force. The document is aimed at further liberalizing the procedure for citizens' stay in the border area, as well as clarifying the powers of the border service bodies. Key simplifications for citizens: • New entry documents: the list of documents entitling citizens of the Republic of Belarus to be in the border zone has been expanded. It includes: pension certificate, disability certificate, student card and student card. • Transit without passes: citizens are allowed to travel in transit to their place of residence (stay) located in the border strip without the need to obtain the appropriate passes. • Sale of tickets without checks: the requirement to check passes when selling travel documents for vehicles traveling to populated areas within the border zone or border strip has been cancelled. • Activities on water: the requirement to obtain permission from the border service authorities to carry out economic and other activities in the inland waters of the Republic of Belarus within the border zone has been cancelled. Expansion of powers of the border service authorities: • Personal search: border service employees within the border area are empowered to conduct personal searches of citizens, as well as searches of their personal belongings and vehicles. • Wheel blocking: powers have been expanded for the forced blocking of wheels of vehicles left within the border zone or border strip in violation of the rules (in accordance with paragraph 7 of part 4 of article 37-1 of the Law "On the State Border of the Republic of Belarus").
