On February 16, 2024, the Head of State issued Decree No. 55 “On Amendments to Decrees of the President of the Republic of Belarus,” which amended the list of administrative procedures carried out by government bodies and other organizations upon applications from citizens, approved by Decree of the President of the Republic of Belarus dated April 26, 2010 No. 200 .
The publication of the Decree is determined by the practice of application and is aimed at creating a simpler and more understandable procedure for citizens to apply to the authorized bodies for a particular document.
The Decree excludes administrative procedures that have lost their relevance or will be carried out within the framework of other existing administrative procedures. For certain procedures, the collection of fees has been abolished, the deadline for their implementation has been changed, the list of documents and information submitted by the applicant has been reduced, and the validity period of the issued documents has been changed.
In particular, administrative procedures for issuing a copy of a personal account, as well as certificates of place of residence and family composition, and certificates of residence have been abolished. For the convenience of citizens, this information is reflected in a single document - a certificate about the residential premises occupied in a given locality, place of residence and family composition.
When applying to the executive committee for the provision of a monthly or one-time social benefit, citizens do not need to first obtain from other organizations a certificate of sale of products of animal origin (with the exception of milk), products of personal subsidiary plots, or fishing activities (in the case of the sale of such products). If necessary, this information will be requested by the executive committee independently.
The procedure for issuing citizens with a certificate of granting (non-granting) preferential loans under loan agreements under which loan obligations have not been terminated, or repaying in full the debt under these loan agreements before the maturity date of the debt on preferential loans, has been eliminated.
For the convenience of citizens, it will be possible to apply for a certificate of accrued housing quota, including to the city executive committee, as well as the local district administration in the city.
When registering a rental agreement for residential premises in a private housing stock, the written consent of all owners of the residential premises is not required (if the residential premises are rented out in common ownership).
To apply for a pass for the right of entry (entrance), temporary stay, movement in the border zone (border strip), the need for citizens to first obtain certificates from the executive committees confirming the residence or burial of relatives in the border zone (border strip) is eliminated.
The period for issuing approval for the unauthorized installation of individual antennas and other structures on the roofs and facades of multi-apartment residential buildings has been reduced from 1 month to 15 days.
The period for issuing documents for wheeled tractors, their trailers and self-propelled vehicles has been halved.
The period for issuing a number of certificates in the field of social protection has also been reduced to 3 working days.
The collection of fees for making changes to the qualification certificate confirming the professional competence of a specialist to carry out activities in the field of architectural, urban planning, construction activities, and performing work on the inspection of buildings and structures has been abolished.
A wheeled tractor, its trailer and a self-propelled machine are deregistered free of charge.
The issuance of a duplicate state certificate for the right to hunt, including underwater, to replace one that has become unusable or lost (stolen) is also free of charge. The time frame for carrying out these procedures is reduced to 10 days (previously - 1 month and 15 days, respectively).
The procedure for implementing other administrative procedures in the field of housing legal relations, documentation of the population, transport, protection of objects of industrial property rights, state registration of real estate, rights to it and transactions with it has been clarified.
