The document introduces additional restrictions on the provision of such assistance. It cannot be provided by organizations with a share of state ownership of 50 percent or more if they have overdue debts on payments to the budget, payment of wages and benefits, a net loss, as well as if the conditions for providing state support are not met.

It is also prohibited to provide gratuitous (sponsorship) assistance in foreign currency. With the exception of cases when it is sent to healthcare organizations for their purchase of medical products and medicines abroad, to citizens to receive medical care outside the country, as well as to individuals (teams) representing Belarus in international events.

At the same time, the decree provides the opportunity to provide this assistance in the form of electronic money and tokens, use it to reimburse expenses associated with the maintenance of industrial buildings, structures, improvement of populated areas, and to individual religious, charitable, sports organizations and public associations - for wages and other business expenses.

In addition, the circle of those who are eligible to receive free assistance has been expanded. Diplomatic missions, business associations (unions) and associations (for the implementation of statutory tasks) have been added to it.

The purposes of providing (using) this assistance are supplemented by such positions as supporting organizations involved in the patriotic education of children and youth, individuals in difficult life situations, non-profit organizations (in the field of environmental protection), as well as the volunteer fire movement.
